साथ ही , नीतियां एवं कार्यक्रम की योजना निम्न उद्देश्यों को ध्यान में रखकर किया जायेग - ( 1 ) मजदूरी वस्तुओं तथा सार्वजनिक उपभोक्ता सामान की उचित दरों पर पर्याप्त आपूर्ति सुनिश्चित करना , ( 2 ) विशाल घरेलू बाजार तथा निर्यात संभावनाओं वाले उद्योगों के विकास पर केंद्रित करना , तथा ( 3 ) उच्च विकासशील तथा हमारी आवश्यकताओं के अनुकूल उभरते उद्योगों को शुरू करना .
